I just started having this problem today on my Galaxy S9. I can send MMS, but not receive it. I get a red exclamation point with "canceled" when someone tries to send me a picture.
I am having this exact problem for the past few weeks. Yes advanced messaging is on. It sounds like turning off advanced messaging will "fix" it I haven't had Advanced Messaging on. Turning off advanced messaging does not fix this issue. At least for my and my husband's S9's. Started around Oct. I was on the Sept. I'm wondering if it was a Carrier Settings Update.
I can't remember if I've had one or not in the past few months. I haven't call for tech help yet. Just haven't had enough time to wait on the phone. There's enough posts in so many forums that something needs to be fixed! Such a PIA! When I turn wifi off, my phone will display the 4G LTE icon but once I turn wifi back on, it only stays on for a minute or so. I've even forced data on in developer settings but that wasn't a permanent fix either. Keeping Mobile data on thru Developer Settings gets my pictures but uses more battery.

This is a real conundrum. I have a note 8. They never download. When Im on my cell carrier network, the files will download. Please check to see whether the data is enough to send MMS messages.
